FY 2021 Continuum of Care (CoC) Program Competition: Funding Opportunity

On Wednesday, August 18, HUD released its Notice of Funding Opportunity (NOFO) for the 2021 Continuum of Care (CoC) Program Competition. In 2020, the Tulsa City and County CoC received a total of $3,238,974 in non-competitive CoC Program Funding. This year, CoC Program funding will be awarded through the normal competitive process.
The CoC can apply for a total of:
- 175,000 in new projects for families or individuals experiencing homelessness, and
- 527,707 in new projects for families or individuals fleeing domestic violence, dating violence, stalking, and/or human trafficking.
We encourage all organizations interested in applying for CoC funding, including organizations that have not previously received CoC funding, to submit project applications. Further information regarding the Tulsa CoC Competition local process, including key dates, is below.

2021 CoC Program Competition Process Overview
The following overview provides information about the local process required by HUD as part of this competition, including key dates. Competition Overview
As in past years, CoC funding is divided into two tiers, with projects prioritized into Tier 1 being more likely to be funded than projects of lower priority that fall into Tier 2.
The CoC may apply for new projects. Funding for new projects can come from reallocation of resources or from bonus funding. Projects may include:

September 7, 2021 1:00pm – 3:00pm
Technical Assistance (TA) Workshop
This workshop will provide attendees with an overview of the local application process, as well as with instructions for completing the local and HUD project applications.
All prospective applicants must attend. Please register for the Zoom meeting.
September 9, 2021 – by 5:00pm local time
Applicants are requested to submit via email their Declarations of Intent to Submit Project Application(s) for renewal, release project funds to CoC, and/or submit projects for reallocated/CoC Bonus/DV Bonus funding.
October 4, 2021 – by 12:00pm (noon) local time
Local proposals due. Submissions will occur electronically.

Project Review Panel & Applicant Interviews (on Zoom)

Collaborative Applicant will post the preliminary Priority Listing. (Note: An appeals process will be scheduled after the Priority Listing listing is posted, should applicants wish to submit an appeal their rankings.)
October 28-29, 2021 (exact date and time TBD)
NOFO Task Group will meet to review Tier 2 and consider recommendations to the CoC Leadership Council regarding strategic allocation of CoC funding.
October 28-29, 2021 (exact date and time TBD)
CoC Leadership Council will review and vote on Priority List recommendations made by the Review and Rank Panel, Appeals Panel, and NOFO Task Group.
November 10, 2021
The Collaborative Applicant will post the CoC’s Consolidated Application on the CoC website.
On or before November 16, 2021
The Collaborative Applicant will submit the CoC’s Consolidated Application to HUD.
